Data Collection Method

Data was collected via API calls to the Legislative Council’s Bills Database, filtering bills by gazette date ranges:

  • 2004-10-01 to 2008-10-01
  • 2008-10-01 to 2012-10-01
  • 2012-10-01 to 2016-10-01
  • 2016-10-01 to 2021-10-01
  • 2022-01-01 to 2025-10-01

Variables Included

The dataset includes 61 columns covering:

  • Date Fields: Bill gazette dates, committee formation dates, reading dates (first, second, third), ordinance gazette dates
  • Identifiers: Internal keys, LegCo brief references
  • Descriptive: Bill titles (English and Chinese), ordinance titles, proposer information
  • Process: Committee information, Hansard URLs, content URLs
  • Metadata: Remarks, additional information

Derived Variables

  • duration_total: Days from bill gazette publication to ordinance publication
  • category_proposer: Secretary/Bureau proposing the bill
  • category_bill_type: Type of bill (Amendment, Appropriation, New/Other, Merger)
  • category_ordinance: Ordinance title being amended or created
  • category_has_committee: Whether a bills committee was formed
  • category_year_group: Temporal grouping (2004-2007, 2008-2011, etc.)

Data Quality

  • Completeness: 96.8% of bills have complete start-to-finish duration data (537 out of 555)
  • Missing Data: Some bills lack ordinance gazette dates (18 bills, 3.2%)
  • Date Validation: All dates verified to follow chronological order (ordinance date is latest in 99.6% of cases)

Methods

Categorization Approaches

Five categorization methods were applied:

  1. By Proposer: Grouping by the Secretary/Bureau proposing the bill
  2. By Bill Type: Extracting type from bill titles (Amendment, Appropriation, etc.)
  3. By Ordinance: Grouping by the ordinance being amended or created
  4. By Committee Formation: Binary classification (has committee vs. no committee)
  5. By Year Group: Temporal grouping into 5-year periods

Duration Calculation

Duration was calculated as:

duration_total = ordinance_gazette_date - bill_gazette_date

Only bills with both dates present and valid (end date ≥ start date) were included in duration analyses.

Statistical Analysis

For each category, the following statistics were calculated:

  • Count of bills
  • Mean duration (days and months)
  • Median duration (days and months)
  • Minimum and maximum durations
  • Standard deviation
  • 25th and 75th percentiles
